  * package's i386 build i s failing with OOM related to debug info,
    so rip out DWZ crutches, enable DWARF5, split+compressed debug info.
    Decreases total amd64 dbgsym size 32Mb -> 4.8Mb, and makes build faster.
    This either solves it, or i386 build needs to be disabled.
  * Respect specified job count when running CTest.
  * Install few more doc files that were missed.

  * `mullapudi2016_reorder` "performance test" is known to be problematic, and
    upstream was already workarounding it's timing-related flakiness.
    Make that test even more lax.
  * Don't depend on `python3-halide` from `libhalide18-dev` on i386,

  * Actual debian autopkgtest runner CI comes without `build-essential`
    pre-installed, so add it to deps of the `00-test-integration` test.
  * Disable `01-test-python-bindings` autopkgtest on i386,

  * Add missing dependency from `libhalide18-dev` on `python3-halide`,

  * Build `Halide::PyStub` library without LTO, so that after install
    it can actually be linked against.
  * The previous point somehow makes `strip` unhappy about full 3-stage
