というディレクトリ以下のファイルは、単にCVS版の内容を展開したものです。
それから、public/finder というディレクトリは元々存在しません。

たぶん適当にファイルを眺めている際に public ディレクトリを
見つけられたのだと思いますが、ブラウザから見ると Gfdnavi の
トップページが表示されるので、勘違いされたのでは無いかと思います。

リリース版は
http://www.gfd-dennou.org/arch/davis/gfdnavi/download/gfdnavi-2.2.1.tar.gz
です。しかし .tar.gz しか置いていなかったので、一般的な
Windows ユーザーには厳しかったかもしれません（unpack するにも
追加で展開ソフトをインストールしないといけません）。
zip 版も作りましたので、こちらに誘導して頂ければと思います。

それから、もしうまくダウンロードしてもらって、インストールがうまく
いっても、うまく動かないかもしれません。
Cygwin で試している限りでは、Ruby のスレッドがデッドロックをよく起こす
ようです。Windows ネイティブ版でもスレッドを使っているので、
同じ事になるかもしれません。
