ありがとうございます。早速頂いて、cvs init するとエラーはでませんでし
た。

また、
gotoh> > cvs.exe add: No CVSROOT specified! Please use the `-d' option

も解消できましたが、新たに
cvs.exe add: in directory .:
cvs.exe [add aborted]: *PANIC* administration files missing
となってしまいました。
# うーん、cvs じゃなくてcygwin の問題なんでしょうか。
# Win95なので、administer といわれても、えっ？て感じです。

バージョンは cvs-1.10.8-2 で、
Cygwin の本家から入手した setup を使って so-netのミラーからバイナリを
取ってきました。
